Joplin Live Wire: O.P.M. Wiley

If the desire for something sweet, something chocolate, comes over a modern day Joplinite, they can hop in the car and make their way to the Candy House.  A hundred years ago, the Joplinite with the sweet tooth might have made their way to the Independent Candy Company, the secretary and treasurer of which was Oliver P.M. Wiley.    An Indiana native, Wiley made his way to Joplin from Parsons, Kansas,  during what the Joplin Daily Globe described as, the “Boom of ’99.”   Perhaps his first job in Joplin was assistant manager at the Joplin Hotel, the hotel owned by Thomas Connor which was razed to make way for the Connor Hotel.  Two years later, he helped form and establish the Independent Candy Company.  In 1910, Wiley was the elected official from the Fourth Ward on the City Council (one of his two elections to the city council) and called 634 Wall Street his home.

The factory was bought and incorporated into the complex that is now home to the Joplin Supply Company.

The Joplin Independent Candy And Manufacturing Company was reportedly established in 1903 and was located at 4th and Missouri Street (now Michigan Street).  It was famous for its “Ye Olden Tyme” candies and the company motto was “Do ye unto others even as ye would they should unto thee.”  The factory shut down temporarily in 1918 for a lack of sugar.  While at the time of the live wire in 1910, Wiley served as treasurer and secretary and eventually rose to the position of company president.

Wiley had an active civic life.  In 1925, he was made a 33 degree Mason and was on the building committee that oversaw the construction of Joplin’s present Scottish Rite Cathedral (he was also on the YMCA board established to build the present YMCA building at 5th and Wall).  He helped organized Joplin’s Rotary Club and was its first president, and was elected also to the school board in 1914 and served as president from 1916 to 1920.  As a member of the Chamber of Commerce, he served one term also as president.  Prior to his death, he was elected as an associate judge of the Jasper County Court’s western district.  Wiley, unlike our last live wire, made Joplin his permanent home and died on January 19, 1936.  Wiley is buried in Mt. Hope Cemetery.

Joplin Live Wire: A.F. Adams

In 1910, the Joplin Daily Globe began a series of short features on the “live wires” of Southwest Missouri, men whom the paper decided were the up and coming members of the community.  The short articles featured a caricature of the individual (usually in a work related setting), plus some biographical information.  Below, we offer A.F. Adams, the first of a number of these “live wires” we’ll be sharing to offer a glimpse of what Joplin once considered her leading members of community.

A.F. Adams began his career in the telephone business in Wisconsin as a constructing engineer with a telephone company.  From there he successfully managed independent telephone properties in both Wisconsin and Illinois.  Adams arrived in Joplin in August, 1905, presumably to work with the Home Telephone Company.  The Globe noted that since his connection with the company, subscribers had jumped from 2,500 to nearly 7,000. In addition to being a successful member of Joplin’s business community, Adams also had time to join the International Order of Odd Fellows and the Elks.  The paper also offered Adams home address at the time, a common element to articles in the time period, as being 1615 Pearl Street.

The Home Telephone Company was incorporated in 1902, and Adams was at least still an officer of the company five years later in 1915.  Adam’s success, however, led to his move to Kansas City to oversee a larger telephone conglomeration in 1912.  Further success led to Adams sharing his time between Kansas City and New York City.

The Missouri Mule

One of the most valuable sources of labor in the early days of the Tri-State Mining District was provided by mules. University of Missouri Professor Dr. Melvin Bradley partnered with the Missouri Mule Skinners Society to produce the Missouri Mule History Project. The project itself was a multi-volume collection of transcribed oral histories regarding the history of Missouri mules. Bradley sought individuals who had experience raising, selling, trading, and working with Missouri mules. One of the individuals he found was Lee Dagley, a native of Joplin, Missouri. The interview is illuminating for several reasons. First, it provides a look at how mules were used in the Tri-State Mining District, but it also allows one to understand life in early Joplin as seen through the eyes of one who lived it.

Lee Dagley was born in Joplin on July 23, 1888, in a small house on what is now today 1817 Michigan Avenue. He was one of thirteen children. Dagley’s parents came to Joplin in the early 1870s and soon found that the “best thing they had was a pick and a shovel and a wheel barrow.”  His father bought an acre of land near Sixth and Pearl where the First Presbyterian Church stands. But Dagley’s mother protested and they moved near a large spring on what is today Campbell Boulevard. Growing up, Dagley recalled that Joplin was “all prairie…I herded cattle all over this country.”

According to Dagley, folks in Joplin did not eat much beef when he was growing up. He said, “There’d always be some man in the neighborhood that’d kill a beef and he’d take it around and we’d have beef for a little while. But pork was the main thing.” The family owned one milk cow which provided their milk. Dagley said he pretty much existed on “good milk and bread and butter.” To supplement their income, his family raised and sold chickens and turkeys. Turkeys brought fifteen cents. One turkey that they kept grew to weigh 65 pounds. It was so big and aggressive that Dagley would have to carry a stick to fend it off because of its propensity to attack anyone who came in through their front gate.

At first his father did not know how to mine, but quickly learned, and gained a reputation as “one of the best miners in the country.” But his father was not successful at mining. Still, Dagley recalled that in the early days of mining, miners could only dig 16-18 feet down into the ground before they hit limestone, and water would flood the shaft. Dagley’s father created a sluice trough that washed the lead ore that miners dug out of shallow mines. After washing the ore, someone would pick up the ore and deliver it to the smelter at Granby. Dagley’s father charged miners by the piece and usually made $1 a day. To make additional money, Dagley’s father rented out horses and worked as a “powder monkey.”

Dagley attended school, but quit when he was a sophomore because his father was ill. Dagley took a job at Junge’s Bakery for $3 a week and later $6 a week. He later worked a brickyard, but when the Thomas Mine Royalty Company came to town and offered $1.50 per day to drive a wagon, Dagley left the bakery and began driving a team.

Mining methods in the Tri-State region slowly advanced. Mules would pull cars full of lead ore on the surface, but they also worked below ground. Mules were lowered into the mines, sometimes in a sitting position. According to Dagley, the mines did not use big mules: “They were not big mules. They used small mules. The biggest one would probably weigh 900 lbs.” One particular mule barn that he remembered was “about 60 feet wide and 200 feet long.” The mine operators put “hundreds of tons of hay” in the barn. Dagley boasted, “Oh, this whole country out here was prairie hay, and the best prairie hay that ever was.”

At work, a muleskinner sat “on the front of the car and drive the mule. They’d pull ’em in and they had a track down there…up towards the mill.”

After the turn of the century, however, mines became less reliant on mules. Mines began using steam engines and motors. Mules were relegated to surface work, mainly pulling cars full of ore. The heyday of the mule in the mines of the Tri-State Mining District was over. Mechanization and advancements in mining methods had made them obsolete, but to the men who worked with them in the mines, there would always be fond memories.

* It is worth noting that although this fact was not mentioned in the oral history, Lee Dagley, according to contemporary press reports, was one of the few white men in 1903 who attempted to save Thomas Gilyard’s life from a lynch mob in Joplin.

A Town Is Born (The First and Nearly Last Nice Thing Carthage Said About Joplin)

In 1871, the Carthage Weekly Banner had this to say:

“There is a new town in Jasper County. Its name is Joplyn. Location fourteen miles southwest of Carthage on the farm of our friend J.C. Cox. It is young, but thrifty. Has lead in unlimited quantities underneath it. Numerous miners are there going for the lead. The sound of the shovel and the pick is heard daily in the bowels of the earth. Board shanties have sprung up like mushrooms. There is a scene of business within its borders, and even in the region round about for a mile or two. The lead exists in richly paying quantities, and some of the miners are making small fortunes every week. The fame whereof has spread abroad even to Carthage.

In mining as in any other business, or profession, if one man succeeds, and does well, a dozen are ready to go into the same speculation. Hence men out of employment, from this city, invest a few dollars in a pick and shovel, fill a haversack with rations and go for the mines. We saw one of our neighbors ‘lighting out’ the other day for the front thus duly outfitted. We asked him if he was going to work on the railroad? ‘Railroad be hanged! I’m going to strike lead,’ was his ready response.”

Among those of our citizens who have struck lead, are Col. O.S. Picher, who has rich deposits — being worked — on his farm. Mr. D.H. Budlong has a farm in close proximity upon which lead blossoms like the rose, and the probabilities are that he will exhume a lead mine, that may make his everlasting fortune, which if it does we shall not begrudge him his luck, one iota, for he is a worthy man, and an excellent citizen, besides being an uncompromising Radical.

We also had a farm in that vicinity about a year ago, but fortunately we traded it off for Mr. Benham’s interest in the BANNER, or we, too, would be troubled with visions of fabulous wealth, and pass sleepless nights worrying about it.

Mr. T.G. Powers, from this place, has had excellent success in lead mining, and is on the highway to wealth.

There are others, but we cannot call them to mind. Joplyn is a lively place. Everybody out of employment ought to go there and dig. That is better than doing nothing, and it may lead to certain fortune. We shall not worry about it if some of our citizens make their hundreds of thousands by it — with which charitable sentence we will close this sentence.”

 

The Way It Was

Once in a while we find a wonderful glimpse into life in early Joplin. One of these is the article, “’Twas Only a Joke” by Robert S. Thurman of the University of Tennessee. Thurman recounts the practical jokes that people played on one another in Joplin at the turn of the century.

Although miners worked long hours in hazardous conditions, they found time to play jokes on one another. Those who suffered the brunt of the jokes were often greenhorns, who Joplin miners dubbed “dummies,” and other outsiders who decided to try their hand at mining.

Thurman recounted the story of two men who went into the mining business together at Duenweg. Their mine operation consisted of a pick, shovel, a windlass and can, some drills, blasting powder, and a dummy to help them. The two partners hired a man from Platte County, Missouri, to work as their dummy. Unbeknownst to them, the dummy was an out-of-work miner with plenty of experience under his belt.

The two partners would explain the dummy’s tasks to him in the simplest terms because “a dummy wasn’t expected to know anything, especially if he came from Platte River.” The dummy would listen intently, nod his head that he understood, and carry out his tasks as instructed.

One day the two men were down in the mine shaft prepping a drill hole for blasting. Instead of returning to the surface, they called out, “Hey, Dummy! Do you see that wooden box over by the wagon, the one with a tarp pulled over it?” The dummy replied, “You mean the one with some red writing on it?” The miners yelled back, “That’s it. Now go over to it and get two of those sticks wrapped in brown paper and be careful. Then in the box next to it, get two of those shiny metal sticks and about four feet of the string in the same box. Bring them over here and let them down to us! But be careful with that stuff!”

The dummy, already well acquainted with dynamite from his days as a miner, was fed up with his bosses’ attitude. Having earned enough money to strike out on his own, he decided to have a little fun. He found two corn cobs and wrapped them in brown paper, then stuck a short fuse into each one. The dummy walked back to the mouth of the mine and called down to the two miners, “Are these the two sticks that you want?” The miners replied, “Yeah, that’s them. Did you get the shiny metal sticks and the string?” “Why, shore. What do you think I be? And I decided to be right helpful to you, too. I fixed them up so you can use them right now.”

With that, the dummy lit the fuses, dropped the corn cobs disguised as dynamite into the can, and quickly lowered it down the shaft to the two miners below. Chaos ensued and the dummy had his revenge.

Another trick that miners often played on dummies was to send them after a “mythical tool” called a “skyhook.” One such case occurred at the Old Athletic Mine. The mine had hired a dummy from Arkansas. Unfortunately for Arkansawyers, they were viewed as both inferior and gullible by Joplin mining men. On the dummy’s first day at work, the miners told him, “Dummy, go up to the toolshed and get a skyhook and hurry up with it.”

The dummy nodded his head and headed for the surface. But when he reached the top, instead of going to the company’s toolshed, he headed for town. Upon reaching a blacksmith’s shop, he went inside and asked, “Mister, can you make a skyhook?” The smithy looked at the dummy in surprise, “What do you want?” The dummy repeated, “A skyhook. Can you make one?” “Son,” the blacksmith responded, “someone is pulling your leg. There ain’t no such thing.” “Sure there is,” the dummy insisted, “Now here is how you make it.”

Two days went by and there was no sign of the dummy at the mine.  The miners laughed and figured he was too embarrassed to return. But toward the end of the second day, the mine whistle sounded two blasts, which meant everyone had to come to the surface. As the miners reached the top, they saw the mine superintendent, the dummy, and the biggest pair of ice tongs they had ever seen.

The superintendent called out to the one of the miners nicknamed Mockingbird. “Mockingbird, this man says you and the boys sent him after a skyhook. That right?” Mockingbird, so named because he whistled all the time, sheepishly responded, “Well, I guess we did something like that.”

The superintendent looked at the miners and said, “Well, he’s got it for you, but since I didn’t authorize it, I guess you boys will have to stand the charges for it. That will be two days’ wages for him, the bill for the blacksmith, and the cost of the dray for bringing it to the job. Now, three of you boys take that skyhook and hang it over by the office so you know where it is in case you ever need it again.”

Miners were not the only ones who played tricks. As was common in the Ozarks, newlyweds were often treated to shivarees. Sometimes the friends of the young couple would surround the house and ring cowbells and bang pots and pans all night long. Other times they would be taken to a nearby pond, stream, or horse trough for a dunking. Or, the couple would return home and find their furniture had been unceremoniously rearranged.

One couple, Dan and Frances, were determined to avoid any such foolishness. They decided they would stay in their house, lock the doors, and not come out. Their friends soon arrived and began yelling for them to come out. Dan and Frances, however, turned out the lights. Soon it dawned on the group of friends that the couple had no plans to come out. But one of the young men had an idea and promised he would return shortly with a solution.

Upon his return, the young man had a stick of blasting powder, a cap, some fuse, a drill, and a hammer. He and the others drilled a hole in the mortar of Dan and Frances’ stone house, put in powder, tamped it very lightly to avoid doing damage, and lit a match. Within seconds there was a small explosion that shook the whole house and made pieces of stone fly. Dan and Frances came flying out of the house to the sound of their friends laughing and yelling, “Treats! Treats” But to make sure there were no hard feelings, a collection was taken to repair the house, and given to the couple.

But not all jokes in Joplin ended on a happy note. There were two rival saloonkeepers, whom Thurman called Jack and Billy, who often fought with each other. A bunch of loafers in Jack’s saloon began to kid him that Billy was out to get him and that he was a crack shot. A few weeks passed and the loafers once again began to tell Jack that Billy was mad at him and was “going to take care of you.”  Jack, believing their lies, began to worry. He told the loafers that he could take care of himself.

The next day, around noon, Billy left his saloon carrying a bucket. He crossed the street and headed toward Jack’s saloon. The loafers at Jack’s saloon yelled, “Jack, better watch out!  Here comes Billy and he’s got something in his hand!”

Before anyone could stop Jack, he grabbed a pistol from underneath the bar, stepped out onto the sidewalk, and yelled “Billy you ——! Try to kill me, will you!” He then fired at Billy, killing him instantly. Jack, realizing what he had just done, slowly walked down to the railroad tracks and sat down, shaking his head in disbelief. He was eventually arrested, convicted, and served a ten year prison sentence. The loafers who had started the unfortunate affair went free.

Thurman noted that practical jokes were rarely carried out in Joplin after the 1930s. One woman told him, “You can’t joke strangers because they don’t know how to take it.” Another person observed, “We don’t have the gathering places anymore where we can think up devilment. When I was growing up, we’d loaf down at the general store and things would just sort of happen. You can’t do that down at the A & P Supermarket.”

Mockingbird, the miner who took part in his fair share of pranks, told Thurman, “People have a lot of ways of being entertained today. They keep busy either watching television or doing something. They don’t have the time to sit around and think of tricks. And I don’t think they would get by with pulling these jokes on the job. Bosses would not put up today with some of the things we did back forty years ago. Work is more business today; if a guy pulled some of these shenanigans on a job today, he’d get fired. But there’s probably a better reason. I think people are now more grown up today. That kind of humor is just out of place now.”

The Age of Zinc: The Wright Lead & Zinc Company

The Wright Lead and Zinc Company of Chicago, Illinois, was one of hundreds of companies that sought shareholders to help finance its mining ventures in Joplin. The president of the company, Walter Sayler, was an ambitious Chicago lawyer. A.H. Wilson, treasurer, was partner in a large real estate company and John W. Wright, secretary, was a “mining expert.”

He, along with his fellow officers and directors of the company, sent out circular letters advertising the opportunity to purchase stock in the anticipation that the company would strike it rich in the lead and zinc mines of Southwest Missouri.

The company’s letter must have intrigued a few investors. The stock was said to be a “safe 12 per cent investment; a probable 3; a possible 48.”

The company owned over 500 acres of land divided between four properties. Wright Lead and Zinc planned to sink twenty shafts across its four properties, and expected to make an estimated $40,000 per month before payroll, royalties, material, and other costs, leaving a $20,000 profit.

In case one might have doubts about investing, the letter included a circular with endorsements from various politicians and businessmen, descriptions of Joplin and mining operations, and a selection of “Tales of Fortune.”

Joplin was described as “utterly unlike any other mining camp in the United States. It is a combination of the east and west, of the north and the south. It is at bottom an agricultural and commercial town, upon which has been superimposed a thick layer of American birth.”

It was in Joplin that one tenderfoot, along with his partner, was seemingly hoodwinked by two seasoned local miners when they purchased a piece of land long thought tapped out. But the two greenhorns, not knowing any better, worked their land and eventually struck a new vein of ore that allowed them to buy a new hoist and other mining equipment. Within a few months, they had cleared $33,000 in profits. Then there was the story of a young man from Kansas City who, with $150 in capital, began work on a modest claim. He found enough ore to build a mining plant which he then used to bring up $30,000 out of the mine.

Even Mrs. M.C. Allen, Joplin’s famous mining queen, was mentioned as one of the mining district’s success stories. Having failed to sell her land for $50 an acre, she leased it, and made a fortune. Intriguingly, after telling of Allen’s success, the circular added, “Among the mine operators of the district are several women, and almost without exception they have done well or have prospects of making large profits in the near future. Their lack of mining knowledge is more than offset by the gallantry of the land owners and promoters, who see to it that the ladies who so pluckily venture into mining are given the best locations and every assistance [sic] possible.”

As the circular noted, “One of the richest men in Joplin was once a bartender; another drove a brewery wagon; others labored in the mines or worked in stores or on farms, and had only their hands to work with. Riches came to the lucky ones.”

But the days of luck were over. Within a few decades the mines of Joplin would stand still, only to fade away, leavening behind faint memories of a proud mining history.

Life in a Railroad Camp


In the fall of 1910, should one have passed through northwest Joplin in the area between Smelter Hill and Chitwood, they would have noticed a large encampment. At first glance one might assume it was a Gypsy caravan, but closer scrutiny would reveal that instead of wagons, the group was made up of railroad cars, including: three bunk cars, two dining cars, one kitchen car, one tool car, one office car, one private car, thirty dump cars, a seventy ton Bucyrus steam shovel, a grade spreader, and four drill rigs. It was described by a reporter as a, “moving city supplied with electric lights and city water.”

The Missouri-Kansas-Texas Railroad, commonly known as the “Katy,” was building a line through northwest Joplin. The Walsh-List-Gifford Construction Company of Davenport, Iowa, was responsible for the completion of the new line. The company had previously been engaged in Stillwater, Minnesota, after completing a railroad grading project. One hundred and twenty-five men were employed, most of whom were Belgians. They were required to work ten hours a day, seven days a week. Very few of the men had their wives with them, save for William M. List, who was head of the outfit.

List, described as a “heavy built young man of 34, with a world of power in his massive shoulders and fog-horn voice that thunders past the long lines of his faithful employees with an astonishing effect.” List yelled at his workers, “Here you —- —— —– lazy devils, get a move on; you’re too slow to catch a cold. Get busy there, damn you; don’t you go to loafing on me or I’ll take you to a cleaning!”

If Mrs. List had any objections to the way her husband talked to his work crew, the reporter did not notice. She traveled with her husband on his work assignments, although they had a home in Davenport, Iowa. The Lists were joined by John O’Callahan, superintendent; J.J. Hallett, engineer; and C.H. Swartz, stenographer. F.C Ringer of Parsons, Kansas, oversaw the operation of the steam shovel, F.R. Johnson served as trestle foreman, Leo Purcell was the official timekeeper, and D. Degal was dump foreman.

The crew was grading a three and one-fourth mile section of road that stretched into a wide curve from a point on the main line of the Katy to the new Union Depot. The reporter who visited the site remarked, “Although seven working days constitute a week’s toll, the laborers seem to like the steady grind. In the evening, they gather in groups and gossip, or visit the commissary car for tobacco or new toggery. Any needed work garment may be purchased at the camp.” Work took its toll as the reporter could see that more than one laborer was “wearing a bandage about his head or his hand.”

To carry out their work, workers had break the ground using power and dynamite. The drill rigs were used to bore holes into the roadbed to ensure the ground was soft enough. Some of the drill holes ranged from five to thirty feet deep in places. When the holes were finished, they were “squibbed,” which meant that light blasts of powder were placed in the holes to open up the ground even further. After setting off the light blasts, large kegs of black powder and entire cases of dynamite were placed into the holes and set off. After the ground was properly softened up, the seventy ton steam shovel was brought in to scoop up rocks and dirt at four scoops a minute. It was estimated that the steam shovel could remove 2,500 cubic yards of dirt in a day. The shovel would then dump the dirt and rocks into cars situated on a sidetrack built alongside what would become the main rail line. When the cars were filled, they were pushed by a locomotive to a spot where spots needed to be filled in with dirt. The spreader would then be brought in to smooth the dirt in place.

The crew estimated that the project would be completed by January, 1911. After that, their next assignment was unknown, but they could expect to travel anywhere from Maine to California.

Your Local Power Company

As Empire District Electric Company trucks and employees tirelessly work to repair downed lines and restore power throughout Joplin, they are carrying on a long tradition of service to the community.  Since 1909, the company has provided power to Joplin for over a century.  Below is an ad from the company’s earlier days when electricity was still a technological marvel and a convenience that many eagerly sought.

The Interurban

Only relics, rusting pieces of steel, and the rare preserved object remain of the great interurban railway that once connected the cities and towns of the Tri-State area. While we intend to go much further into depth on the railway, for now we’re going to provide a glimpse of it. Below is a map from 1911 showing the steel web of connections of the Southwest Missouri Railway.

An article from the Joplin News Herald proudly boasted that the railway was one of the first of its kind, beginning service in 1893 with a 10 mile long connection between Joplin, Cartersville, Webb City and Prosperity. Nearly two decades later, the railway had accumulated 75 miles of track and was accessible to over a 100,000 residents of the area. In 1894, the railway was used by 400,000 travelers, a number that grew to an astronomical 8,000,000 by 1910.

Initially served by small cars, like the one pictured below, by 1911, larger trolleys were in service powered by four 50 horsepower engines. Cars ran every half hour between the towns with the exception of Joplin to Carterville, 15 minutes, and Joplin to Webb City, every 10 minutes. The costs ran anywhere from 1 penny to 1 1/2 cents per mile. A very low and reasonable rate, the article in the News Herald added.

Car No. 3 was powered by two 25 horsepower engines.

“Young Men Are Dying” – Frances Perkins’ visit to Joplin

On April 23, 1940, a crowd of two hundred people stood on the train platform at Joplin’s Frisco Depot, awaiting the arrival of an important visitor to the city.  Many of them would have identified themselves as union representatives, but their visitor was not famed labor leader John L. Lewis, head of the United Mine Workers. Instead, when passengers began to disembark from the train, the individual who captured the crowd’s attention was a woman, often described by her contemporaries as “plain,” perhaps even ordinary looking. Plain and ordinary she was not. Frances Perkins, U.S. Secretary of Labor, was the first woman appointed to a position in the U.S. Cabinet. In response to the epidemic of “miner’s lung” in the Tri-State Mining District, Perkins convened a conference known as the Tri -State Silicosis Conference to allow concerned citizens, representatives from mining companies, government officials, and union representatives to discuss the issue.

Among those waiting at the platform to greet Perkins were Evan Just, secretary of the Tri-State Zinc and Lead Ore Producers Association; Frank Evans, president of the association; and the Reverend Cliff Titus, representing the Joplin Chamber of Commerce. Perkins then headed to the Connor Hotel where she stayed during the duration of the conference. She held a five minute press conference in which she stated that the purpose of her visit “is because you have silicosis there, and the labor department is concerned in preventing and correcting conditions due to silicosis.” After the press conference concluded, Secretary Perkins then headed outside to board a specially chartered bus. Together she and thirty other individuals representing various interests toured the mining district. Traveling out of Joplin on Route 66, she sat at the front of the bus with Tony McTeer, the district CIO president, and Evan Just. While driving past squalid miner’s shanties, Secretary Perkins remarked that something needed to be done to help those living in such dire circumstances.

The first stop was at the St. Louis Refining and Smelting Company’s Ballard Mine near Baxter Springs, Kansas. Secretary Perkins donned a “miner’s metal hat, raincoat, and overshoes” before she descended 350 feet into the mine where she then watched demonstrations of different mining methods. She was reportedly very interested in the “methods used by miners in drilling and in a dust control demonstration” given by Fred Netzeband, air hygiene engineer of the Tri-State Zinc and Lead Ore Producers Association. Secretary Perkins was later quoted by an observer as saying, “The world should know the true picture of methods being used in controlling and eliminating dust in the mines.”

After the demonstration, she then met with several of the miners, shook their hands, and listened to their views of the different methods used to control dust. Perkins was accompanied twenty other interested individuals, including Episcopal Bishop William Scarlett of St. Louis; the Reverend Charles Wilson of St. Mark’s Episcopal Church in St. Louis; and Miss Elizabeth Wade White of New York. All three were members of the Tri-State Survey Committee. It was perhaps the one and only time that a bishop of any religious denomination toured one of the Tri-State District’s mines.

Secretary Perkins then visited Treece, Kansas, and Hockerville and Picher, Oklahoma to view housing conditions. In Treece, she visited the home of Mr. and Mrs. William Hannon. Hannon and two other former miners told Perkins that they suffering from silicosis and were unable to receive treatment. Hannon’s wife and four children also reportedly suffered from silicosis.  She then met with six women, described as the widows of miners, who stated that they and their children were plagued by silicosis. Secretary Perkins’ bus did not stop in Hockerville and Picher, but she was reportedly able to view “slum conditions” in all three towns from her bus seat. She then returned to the Connor Hotel and prepared for the conference which began at 2 o’clock in the afternoon. The conference itself was held on the roof of the Connor.

The conference revealed a variety of attitudes. After making her opening remarks, Secretary Perkins was followed by the Reverend Cliff Titus. Titus, appearing as a “representative of the public,” declared that workers in the Tri-State Mining District were all white, not foreigners; and that “they are independent and prefer to choose their own methods of living.” He then continued “Many of our people prefer to live near chat piles because they want to spend their money on other things” like cars.  But Titus acknowledged that “people of the district are willing and anxious to bring about better living conditions in the mine sections and will co-operate with state and federal agencies.”

Evan Just, secretary of the Tri-State Zinc and Lead Ore Producers Association, spoke on behalf of a majority of mine operators. He declared that operators had made great strides in reducing silicosis over the last several years. Just cited statistics that allegedly showed that incidences of silicosis in miners had been reduced from 60 percent in 1913 to 22 percent in 1929. Further progress, he claimed, had been in the years since. What Just failed to mention, however, is that this only applied to the large mining companies who could afford modern mining equipment, and not the smaller independent operators who could not. Just, however, denied that individuals could contract silicosis from surface dust.

He then addressed living conditions in the Tri-State Mining District by stating that slum conditions were the result of social problems. “That many people who can afford better homes prefer to live in small, unpainted two and three-room shacks and spend their surplus funds on automobiles and radios cannot be charged against the mining industry,” Just maintained, although he claimed the mining industry did want to eliminate squalid living conditions. He was followed by representatives from federal and state public health, relief, and labor agencies. Even former Joplin resident Mrs. Emily Newell Blair, the noted political activist, was in attendance. Notably, former miner and the district CIO president, Tony McTeer, spoke in the interests of miners. He said, in part:

“Madam Secretary, ladies and gentlemen, conferences as such are not new to you, and to many people it is the usual approach to a problem, to sit down with all interested parties and discuss what is wrong in order to agree on a remedy. I can frankly tell you that a conference of this sort is new and different to the working people of the Tri-State area…

Some people believe that because the miners have not made a lot of noise about their troubles, because of the ignorance of themselves and others, that the workers have no troubles. That is not correct.
I am proud of our miners here. They know they have troubles aplenty, and what they are, but they also know false hopes when they see them. They have been fooled too often, so that now they don’t let themselves in for another deception.

However, they also know a good beginning when they see it. And this conference was received by the people of the Tri-State with great hope and anticipation of beneficial results…

We appreciate your coming this long distance, knowing that you would be convinced that here lies a serious problem.
Young men are dying. Ailing mothers and sick little children arouse in you the interest you have shown by being here today. Our district has the greatest percentage of widowhood in the United States; a sad commentary. These are the things that must be stopped for the future welfare of all the citizens who live here.

The problem as we see it is threefold. First, dust control; second, proper hospital facilities; third, adequate housing.

To reduce the high death rate among the miners requires better dust control and better working conditions in the mines. Stopping silicosis is one step in the direction of curbing the infection of tuberculosis. Mines today go in for more mechanical equipment, as we are living in a world of progress. I haven’t myself worked in a mine for the last five years, but the mining conditions and the health of the miners are my business. Our people working in the mines today give many exact reports of what does on in the mines.

It is said that wet drilling has solved the problem of dust control.

There have been two general fields of mining in this district. First, what we term the old country, which is the Joplin, Webb City area. Second, the Oklahoma and Kansas mining district. In the Joplin district the drilling was done with the piston machine or dry drills. The water liner drilling machine was introduced into Oklahoma and Kansas fields in 1916 or 1917, and from around that period it has been used exclusively. I wish to speak from my own experiences on this. I have never worked in mines except where water-lined drills were used, and I have silicosis, or dust on my lungs. We can produce the names of hundreds of men who have never worked except under wet drilling conditions, and we have buried a great many of them. I have prepared a list of some of those men who I know have died. I am turning it, with my statement, over to the chairman of this meeting.

Since wet drilling alone does not solve the problem, the problem still is dust control. We must get at the root of the problem…”

At the end of the conference, the Tri-State Survey Committee of New York sponsored a showing of “Men and Dust,” a short documentary film by noted photographer Sheldon Dick. Dick had journeyed to the Tri-State Mining District to illustrate the impact of silicosis on the lives of area miners and their families. It was Dick who famously dubbed Treece, Kansas’s Main Street as the “street of walking death.” An estimated one hundred people stayed to watch the film in the Connor Hotel’s Empire Room. Evan Just decried the sixteen and a half minute film as a “smear campaign” against the mining district and the companies that operated there.

After twelve hours, Secretary Perkins was scheduled to leave Joplin to return east. She announced that she would “appoint in the near future a committee of representatives of the three states to explore the possibilities of perfecting a ‘state compact agreement’ for coordinating the work of concerned authorities and agencies.”

Before leaving, she spoke to a crowd of 700 to 800 people at an open labor meeting sponsored by the International Union of Mine, Mill, and Smelter Workers and the American Federation of Labor. Her speech focused on the need to improve housing and living conditions in the mining district. After concluding her remarks, Secretary Perkins then left to catch her train.

As David Rosner and Gerald Markowitz point out in their book, Deadly Dust, the issue of silicosis faded away because of the lack of a strong labor movement to press for better working and living conditions, and the subsequent collapse of the mining industry in the Tri-State region. After the death of FDR, subsequent administrations had little concern for miner’s lung. But for a brief period of time, Joplin and the rest of mining district captured the attention of the nation
